The Council of Ministers on Wednesday agreed to the decision “On approving the regulation on the criteria and procedures of issuing professional licenses on implementing, classifying and disciplining juridical subjects, which exercise construction activities”. The regulation provides the conditions and the criteria of classifying the building subjects operating in construction works implementation. 

Premier Berisha considered the decision important to put an end to the practice of hankering after bids beyond construction capacities and which brings about a series of consequences in the realization of investments

“Today, Ministry of Public Works, Transport and Telecommunications presents to the government a very important decision, which puts an end to a certain chaos, based on eagerness for profit created by certain companies, which prefer to win three bids, even though they do not have the capacity to win even one. There should be put an end to this practice”.

Bringing to attention one of the first decisions of the government, i.e. increase of ceiling of bid participation from 2 to 10 million lek for local companies, premier stressed that expect many positive effects, there existed even the phenomenon of participation in bid beyond construction capacities.  

“In order to favor business, at the very first decisions, we have increased the ceiling from 2 to 10 million lek for local companies. Our main goal is to strengthen and not discriminate them. The effects of this measure have been clearly positive. Today, counts several construction companies more powerful than two years ago. But, this phenomenon is accompanied by another phenomenon, i.e. participation in the tenders beyond the real construction capacities. Realization of investments has been seriously affected by this phenomenon. A road under construction is a very exhausting process for the citizens. A delayed road multiplies the sufferings and pains of those who travel in it”.

The approval of this decision aims at eliminating this phenomenon. The premier said that the regulation has been drafted according to the best international standards.
