Fjala e Presidentit të Asamblesë parlamentare të OSBE, Joao Soares, mbajtur sot paradite në "Standing Commitee".

As regards Albania which has been addressed here, I would like to say that we have had a conversation with our colleague and friend Topalli who is the Speaker of the Parliament of Albania. I have already had the pleasure of being there in Tirana with Roberto Baratoli, and yesterday after our arrival here in Viena we had conversations with Edi Rama, the leader of the Socialist Opposition in Albania and our colleague Arta Dade, who is not yet entered the Parliament.
I think we need to make a declaration, our friend Topalli said we could wait, our colleague Dade said we could wait. But after the conversations we had with other colleagues we are obviously ready and interested in doing this. We have listened to your ideas on this and I think we need to have a very firm declaration carefully worded, because some of the matters are clear to us here; the first being that we give our full support without any hesitation to the report that was made by our electoral observation mission. There were people such as Alce Hastings, and Grussruck and we fully firmly support the reports submitted by OSCE Parliamentary Assembly
We must also state clearly that all the elected parliamentarians must be sited in parliament. This is absolutely fundamental regardless of any complains that may befall.

The elected parliamentarians must be sited in parliament because there is a risk that if the parliamentarians of the SP are not sited in parliament next week they will lose their mandate and that would be terrible, bearing in mind at the same time the dim elements that we have seen over the last 20 years in countries such as Albania.
this is elementary that we could have then an investigative committee to respect of course the laws in force, but this could be quite useful. Whether this is tomorrow or the next day we can not say that we need to have a very clear declaration.

I would like to ask all of you to support and contribute to that declaration not based on speculations bur based on the observations from the very outset of Alce Hastings and W Grussruck and the colleagues who were there in the field. This has contributed to democracy and the Rule of Law in Albania. Regardless of what our political affiliations are we feel it is very important to show our support, and once and for all to show that we believe in this process.

Për sa i përket Shqipërisë, e cila u përmend këtu, unë dëshiroj të them se kemi pasur bisedime me kolegen dhe miken tonë Topalli, e cila është Kryetare e Parlamentit të Shqipërisë.
Unë kam pasur kënaqësinë të jem në Tiranë me zotin Roberto Baratoli dhe dje pas mbërritjes sonë në Vienë patëm bisedime me Edi Ramën, Kryetarin e Opozitës Socialiste në Shqipëri dhe kolegen Arta Dade, e cila ende nuk ka hyrë në parlament.
Unë mendoj se duhet të bëjmë një deklaratë, zonja Topalli tha se mund të prisnim , zonja Dade tha gjithashtu se mund të presim. Por pas bisedimeve që patëm me kolegë të tjerë, ne jemi të gatshëm dhe të interesuar ta bëjmë një deklaratë. Ne kemi dëgjuar idetë tuaja mbi këtë çështje dhe mendoj se duhet të kemi një deklaratë të qëndrueshme dhe të formuluar me kujdes, për arsye se disa nga problemet janë të qarta për ne këtu; e para:
Ne japim mbështetjen tonë të plotë pa asnjë hezitim raportit të bërë nga misioni ynë vëzhgues zgjedhor, Alce Hastings dhe Wolfgang Grossruck .
Ne mbështesim plotësisht raportin e dorëzuar në Asamblenë Parlamentare të OSCE-së. Unë mendoj se është e rëndësishme të deklarojmë qartë se, duhet që të gjithë të zgjedhurit të hyjnë në parlament. Kjo është sigurisht thelbësore, pavarësisht ndonjë ankese që mund të ketë. Deputetët e zgjedhur duhet të hyjnë në parlament, sepse ekziston rreziku që nëse deputetët e PS nuk hyjnë në Parlament javën e ardhëshme, mund të humbin mandatin e tyre. Kjo do të ishte e tmershme, duke pasur parasysh atë që ka ndodhur gjatë 20 viteve të fundit, në vende si Shqipëria.
Është e qartë që mund të ngrihet një Komision Hetimor, që sigurisht respekton ligjet në fuqi dhe që mund të jetë mjaft i dobishëm. Pra, nëse kjo do të ndodhë nesër ose më pas, ne nuk mund ta dimë, por ne duhet të dalim me një deklaratë të qartë.
unë do tju kërkoja të gjithëve të mbështetni dhe të kontribuoni në këtë deklaratë dhe jo duke u bazuar në spekullime, por duke u bazuar në vëzhgimet tona dhe të Alce Hastings dhe Wolfgang Grossruck, të cilët kanë qenë në terren. Kjo do të kontribonte në demokracinë dhe shtetin ligjor në Shqipëri. Pavarësisht nga pikëpamjet tona politike, ne mendojmë se është shumë e rëndësishme të tregojmë mbështetjen tonë dhe të tregojmë një herë e mirë se me kemi besim tek ky proces.
