Te gjitha bazat e te dhenave te institucioneve te shtetit shqiptar do te grumbullohen ne nje server qendror nen administrimin e Ministrise se Teknologjise dhe Inovacionit. Informacionet baze mbi shtetasit rezidente ose jo pronat por dhe Sherbimin Informativ Shteteror do te administrohen nga Autoriteti Rregullator Koordinues i cili mund te gjobise deri ne 100 mije leke ata qe abuzojne me kete informacion. Nuk ka dallim per kete ligj. Ky eshte ligj neutral per cdo lloj database. Ky ligj nuk i jep askujt perfshi edhe Autoritetin Rregullator Koordinues te drejten per te hyre ne permbajtjen e te dhenave. Permbajtja e te dhenave eshte pergjegjesi e institucionit qe e administron - tha Pollo.Brenda nje viti nga hyrja ne fuqi e ligjit institucionet do te jene te detyruara te kalojne tek Autoriteti te gjithe informacionin e tyre. Por nje vecori tjeter e ketij drafti ishte se per here te pare ne kete sesionin arriti te bashkoje votat pro te opozites dhe maxhorances.
