REPUBLIC OF ALBANIA
The Parliament
Speaker
Honorable Mr. President,
On 28 June 2009, the parliamentary elections were held in Albania. The Parliament was constituted on 7 September 2009.
At the beginning of the new session, based on Article 7, point 3 of the Rules of Procedure: The Speaker of Assembly, in consultation with the group
chairpersons, sets the list of members of the Assembly permanent delegations and their presidiums near the international organizations. Their composition should represent, as much as possible, the political content of the Assembly. and also in compliance with the Rules of Procedure, I consulted with the Chairmen of the Parliamentary Groups and always respecting the Rules of Procedure, the composition was announced to the parliamentary sitting.
In the list submitted to the Assembly, two seats belong to the members of (PD)- the Democratic Party (the majority), one seat to the member of (PDU)- Party for Justice and Unity (protecting the rights of the Chams), one seat to the member of (PS) - Socialist Party (SP), as in the last legislature, and also two seats for the substitutes belong to the SP (thus, one substitute more than in the previous legislature).
In the capacity of the Speaker of Parliament, I am fully determined to respect the Rules of Procedure and proportionality, as much as possible.
But, please allow me to inform that the Socialist MPs have boycotted the Parliament, since the very first day. As a consequence, they have not taken the oath and they have not yet elected their Group Chairman.
In the absence of the Socialist Group Chairman I had no one to discuss with, about the names of the SP representatives (as required by the Rules of Procedure), but I left their seat empty until the end of their boycott.
Mr. Kastriot Islami (SP) has been a member of the delegation and rapporteur for Georgia. His name is left as a substitute until the Socialist Party will determine itself the names.
I have constantly required them to stop the boycott and join the Parliament to fill in these empty seats and determine the names in the Albanian delegation to PACE.
On 21 January 2010, the Leader of the Socialist Party in a TV program, replying to the question of the journalist: Will you send any Socialist MP to the Council of Europe? stated: The MPs will not go to Strasbourg, but PACE will come here!
In this same program, the Socialist Leader stated that: We will overthrow by force the government!
Further below, I am mentioning some of the titles of the daily newspapers, referring to the statements of the Socialist Leader, Edi Rama:
Ø Rama: Open the ballot boxes, otherwise we will overthrow you with the force of popular protests (Zeri I Popullit Peoples Voice - official Socialist Party newspaper). Ø Edi Rama: I will overthrow Berisha together with the ballot boxes (Metropol Metropolis - independent daily newspaper).
Ø Rama: I will overthrow Berisha together with the ballot boxes (Sot Today - independent daily newspaper). Ø Edwin going crazy: I will overthrow the power by the use of force, but no international is receiving him (55 - independent daily newspaper). Ø The leader of the SP speaks out. Rama: We will remove Berisha from the street (Panorama - independent daily newspaper) Ø Rama: If the ballot boxes will not be opened, we will remove Berisha through protests (Tema Theme - independent daily newspaper)
At the moment, the Socialist group will enter the Parliament, and elect its Group Chairman, I will consult him (as required by the Rules of Procedure) and I will send to You the names, they themselves will decide about the socialist members and substitutes to the Assembly.
Honorable Mr. President,
As You can see, the seats of the Socialist members in PACE are the same with those of the previous legislature, while the Socialist substitutes are more than the previous legislature.
